The United Nations is calling for an independent investigation into evidence that war crimes have been committed by Russian forces around Ukraine’s capital Kyiv.

As Ukrainian troops have re-entered areas close to the capital, after Russian forces retreated, they have reported finding mass graves and hundreds of bodies.

The BBC has seen evidence of bodies of civilians lying in the street in the town of Bucha, some with their hands and feet bound.

Russia says the scenes have been fabricated.

볼로디미르 젤렌스키 우크라이나 대통령이 부차 학살과 관련해 러시아군을 이슬람 극단주의 테러단체 이슬람국가 IS에 비유하며 러시아의 유엔 안전보장이사회 퇴출을 요구했습니다.

토니 블링컨 미 국무장관은 러시아군의 '고의적인 군사행동'이었다고 맹비난했습니다.

유엔 안보리 회의에서 트레이드마크인 국방색 셔츠 차림에 덥수룩한 모습으로 첫 연설을 시작한 젤렌스키 우크라이나 대통령.

젤렌스키 대통령은 실시간 화상연설을 통해 최소 300명 이상의 민간인이 살해된 것으로 알려진 '부차 학살'에 관해 보고했습니다.

젤렌스키 대통령은 여성들은 자녀들 눈 앞에서 성폭행당한 뒤 살해됐다며 러시아군을 이슬람 극단주의 테러단체 이슬람국가 IS에 빗대 규탄했습니다.

[볼로디미르 젤렌스키 / 우크라이나 대통령 : 이러한 짓은 다에시(IS의 아랍어 약자)와 같은 다른 테러리스트들과 전혀 다르지 않습니다.]

침략 당사자이면서도 거부권 행사로 안보리의 손발을 묶고 있는 러시아를 상임이사국에서 퇴출해야 한다고 촉구했습니다.

블링컨 미국 국무장관은 부차 학살과 관련해 러시아군의 '고의적인 군사행동'이었다고 강하게 비난했습니다.

[토니 블링컨 / 미국 국무장관 : 우리가 부차에서 본 것은 악당 부대의 무작위적인 행동이 아닙니다. 그것은 죽이고, 고문하고, 강간하고, 잔학행위를 저지르는 고의적인 군사행동입니다.]

블링컨 장관은 "증거는 세상이 보고 있는 그곳에 있다"며 학살 명령자 책임을 물을 것이라고 강조했습니다.

리즈 토르셀 유엔 인권사무소 대변인도 부차 학살과 관련해 민간인을 직접 겨냥한 것으로 보인다고 지적했습니다.

"모든 흔적이 희생자들을 직접 겨냥했고 살해했다는 점을 가리킨다"며 "국제 인도주의 법 아래서는 고의적인 민간인 살해가 전쟁 범죄라는 점을 강조하고 싶다"고 밝혔습니다.
